Tier 4 — Engine

Everything before this tier is limited by how much sun falls on your fields. Everything after it is limited by how much carbon you can dig up. That single change is the largest discontinuity in the whole ladder, and it is the one with a bill attached.

Burn stored sunlight instead of current sunlight. Break the land-area limit on energy.

Energy used: about 77,000 kcal per person per day, Cook's industrial stage (AD 1875) · where civilization stands

Binding constraint. The binding constraint is concentrated fuel and the pressure vessel that survives it. Coal and coke are worth nothing without boiler plate that will not split, which needs rolling mills, which need steam. The bootstrap out of this circle is small, low-pressure, and made of the best wrought iron you can forge by hand.
Coke. Coal with the volatiles driven off, and the fuel that made cheap iron possible.
t4-coal
Break the land-area limit on energy.
Energy Guide ×2Sheet ×16 Coke supports 1,600 °C+
A blast furnace at Sagunto. Iron by the thousand tonnes rather than the kilogram.
t4-blast
Make iron by the tonne instead of by the kilogram.
Materials Guide 1,500–2,000 °C
A traction engine under steam — power that goes where the water and coal do.
t4-steam
Turn heat into motion, anywhere you want it.
Energy Guide ×3Sheet ×16 Bore round and parallel within ~0.5 mm
A final assembly line. Interchangeable parts turn craft into manufacture.
t4-factory
Make many identical things, and make them repairable.
Tools Guide Held to specified tolerance, not fitted
Mallard. Bulk transport overland at a cost that reshapes where things are made.
t4-rail
Move mass cheaply overland.
Transport
The paddle steamer Waverley on the Firth of Clyde, 2013: a wheel on each side, driven by a steam engine.
t4-steamships
Drive ships by steam against wind and current, build them of iron and steel, and stop them being overloaded or blown up by their own boilers.

A replica of the Wright 1902 glider in a museum: biplane wings, the elevator in front, the rudder behind, the pilot lying on the lower wing.
t4-gliders
Design wings from measured data, make a glider stable and controllable in all three axes, and prove it with models, a wind tunnel and unmanned tests before anyone rides it.

Sewer pipe going into a trench. Unglamorous, and it saves more lives than any hospital.
t4-sanitation
Keep a dense settlement from poisoning itself.
Water Guide ×2
Tetanus toxoid vials, Bandung. The circle-and-square on each label is a vaccine vial monitor, which darkens with accumulated heat. Use the vial while the inner square is lighter than the ring; discard it once the square matches the ring or is darker.
t4-cold
Hold food and medicine at a set cold temperature, all year, anywhere.
Food Guide 2–8 °C held; −18 °C for frozen food
A telegraph key. The first time a message travelled faster than a person.
t4-telegraph
Make information travel faster than people.
Computing Guide ×3Sheet
An operating theatre. Surgery becomes survivable once pain and infection are both controlled.
t4-anaesthesia
Make surgery survivable and therefore worth attempting.
Health Guide ×2
Journals on the shelf. Priority by publication is what makes discovery cumulative.
t4-journal
Make disclosing what you know the self-interested move.
Knowledge Guide
The Long Room of the Old Library at Trinity College Dublin: a university's books outlast every teacher and student who uses them.
t4-university
Found universities that hold knowledge beyond any one teacher's lifetime: self-governing, free to teach and publish, examining to standards checked from outside, and reviewed by an independent agency.
Knowledge Guide
The on-site laboratory of the Blue Grass Chemical Agent-Destruction Pilot Plant: an analyst works at a fume hood, testing the plant's output to confirm the chemical agent has been destroyed.
t4-lab
Run laboratories whose results can be trusted and reconstructed after the investigator has gone: written procedures, calibrated instruments, raw data recorded and archived, quality checked by people independent of the work, hazards controlled by assessment, and competence proven to an outside body.
Knowledge Guide
The Bank of England. Credit lets a project be paid for before it earns anything.
t4-credit
Move purchasing power across time, and survive the moment everyone wants it back at once.
Economy Guide
A share certificate of Handley Page Limited, aircraft makers, 1927: fifty fully paid preference shares in a named holder, numbered, subject to the company's Memorandum and Articles of Association and given under its common seal.
t4-company
Let anyone form a company by registering it, let thousands of people invest in it while risking only what they put in, and pay for that protection with a public register, audited accounts and a board bound by duties to the shareholders.
Economy Guide
Old land-register volumes for four parishes, kept by the district court at Feldkirch, Austria, which now keeps the register electronically. Each property has its own entry: the parcel, the owner, and every charge on it.
t4-registry
Keep one public, durable record of who owns which land, who was born and who died, and which companies exist and who controls them.
Society Guide
Examination cells at the Jiangnan examination hall, Nanjing. Each candidate sat alone in a cell for days, on boards that served as desk and bed; the papers were copied out by clerks before marking so the examiners could not recognise the handwriting.
t4-service
Run each public function through a department with one written mandate, staffed by officials hired on merit who serve whoever is lawfully in charge.
Society Guide
The Berezina in spring flood near Uhlata, Belarus (2023): water covers the whole floodplain, and the village stands on the higher ground beyond it.
t4-zoning
Every parcel has a published zone, every odour, dust or major-hazard works stands at least its separation distance from homes and downwind and downstream of them, no home stands in the functional floodplain, and no hazardous-substance store stands in the 1 % flood zone.
Settlements Guide ×2
A cast-iron column at Immenstadt station, Germany (2025): riveted iron beams bear on its capital, and the column carries their load straight down in compression.
t4-ironframe
Raise buildings of three storeys and more on iron columns, iron or steel beams and brick walls, with every load traced to the ground, cast iron used only where it is squeezed, walls no more slender than the code allows, and the iron protected from fire.
